§02 · Approach

How Inland Regional Center works.

Inland Regional Center (IRC), formally Inland Counties Regional Center, Inc., is a government-funded not-for-profit public benefit corporation established in 1972 under California's Lanterman Act. Operating as a regional center agency, IRC provides case management and service coordination for individuals with developmental disabilities across San Bernardino and Riverside Counties in Southern California's Inland Empire.

IRC serves more than 60,000 consumers, making it the largest of California's 21 regional centers. The organization supports individuals with intellectual disabilities, autism spectrum disorder, cerebral palsy, epilepsy, and other developmental conditions. Through a network of internal staff and over 4,000 contracted service providers, IRC arranges and coordinates access to therapeutic services, residential support, employment assistance, and other community-based resources.

The organization employs approximately 1,400–1,500 staff members and maintains its headquarters in San Bernardino, where it has operated since 1996. IRC's mission centers on facilitating greater independence and community integration for the individuals and families it serves. The agency works collaboratively with consumers, families, regional center staff, and service providers to develop individualized service plans and coordinate care.

We can't say enough good things about Inland Regional Center and especially our Early Intervention Services Coordinator, Demi Easley. As foster parents, navigating early intervention services for our foster baby felt overwhelming at first, but Demi made the entire process smooth, clear, and compassionate from day one. Our foster baby was evaluated quickly through the Early Start Program, and Demi made sure we understood every step — from the evaluation results to getting her referred for speech, occupational, and physical therapy. They were responsive, warm, and genuinely invested in our baby's wellbeing, not just checking boxes on a form. Foster care already comes with so much uncertainty, and having someone like Demi in our corner, advocating for early therapy and support, has made a world of difference for our little one's development. We are endlessly grateful to Demi and the whole team at Inland Regional Center for the care and attention they've given our family.

I was denied for my race. This company is racist. I have extensive records of having a learning disability and they denied my application but wouldn’t state a reason why. I’ve been in a state hospital and can’t even get a drivers license because of my records. I think this company is racist, I keep calling and even my care team lead at IEHP doesn’t understand why I was denied. This company should be audited and investigated and I’ll keep reporting them until they are.
